Skills Development
The Skills Development Benefit can assist eligible Employment Insurance (EI) clients to obtain the skills training that will enable them to obtain and keep employment, by providing financial support directly to them. A participant must be EI eligible to qualify for this program. An action plan will be developed by both the EI client and an EI employment counsellor. The terms of financial assistance will be based on the individual goals and circumstances that are set out in the action plan.
Targeted Wage Subsidies
A targeted wage subsidy is available to individuals who are having difficulties finding work. Workers living with a disability or young people with little work experience may benefit from a targeted wage subsidy. Local HRCC offices can offer temporary wage subsidies tp employers as an incentive to hire individuals that probably would not hire otherwise. To qualify, a client must be EI eligible. A targeted wage subsidy normally lasts from 26 to 30 weeks, but can be used for up to 18 months. For more information contact the Human Resources Centre of Canada nearest to you.
Job Creation Partnerships
A JCP will bring together local partners to promote long-term employment development by linking the needs of unemployed workers with local economic development. Proposals are submitted by the sponsoring partner and accessed by a joint committee. Terms of the project are negotiated and may be approved for up to a maximum of 52 weeks. To qualify, a client must be EI eligible. The income for the participant is taxable, but is non-insurable. Employment Generation Program
This program is designed to provide individuals with skills to inprove job performance and enhance prospects for long-term employment. To qualify a participant must:
* Be unemployed or under-employed and actively seeking employment

* Not be an immediate family member of the employer

* Be Non EI eligible

The employer must provide 60 continuous weeks of employment. Depending on the business, the program can provide between 50% and 100% of the hourly wage, up to a maximum set rate. The subsidy occurs during the first 20 and final 20 weeks of a 60 week program. Applications must originate from employers; however, students may use the Employment Generation Program application in their job search. Applications may also be obtained from any office of the Department of HR&E. Seasonal Employment Generation Program
This program is designed to provide individuals with skills to inprove job performance and enhance prospects for long-term employment. This program provides 50% of hourly wages to a maximum of $3.00 per hour for a minimum of eight weeks and a maximum of 15 weeks. The program provides seasonal employers the opportunity to assist in expanding their seasonal operations and create full-time seasonal employment. Participants of the program must:
* Be currently Unemployed or under-employed

* Not be in receipt of federal or provincial pension income, or workers' compensation benefits

* Not be an immediate family member of the employer

* Be Non EI eligible

Applications must originate from employers; however, students may use the Employment Generation Program application in their job search. Employability Assistance for People with Disabilities (EAPD)
Is designed to assist individuals with a disability acquire the skills, experience and support necessary to successfully prepare for, enter or remain in the work force. Active programs in employment counselling and assessment, employment planning, pre-employment training, post secondary education, shkills training, technical aids and other supports assist individuals obtain access to job opportunities and training. This program is cost-shared with Human Resources Development Canada. NEWFOUNDJOBS Initiative
NEWFOUNDJOBS assists recipients of Income Support in obtaining employment. Eligible individuals, through the development of an employment plan, will identify what they need in order to achieve employment. The Employment Plan may include:
* Job Counselling/Finding Supports

* Short-term Training

* Wage Subsidies

Other Supports

To be eligible, NEWFOUNDJOBS participants must:
* Be in receipt of income support benefits

* Be "Ready to Earn" individuals who are interested and ready to return to work within 6 months to 1 year

* Be Non EI eligible

Linkages Program
Linkage clients are youth ages 18 to 24 who have not completed post secondary training and have not made successful transition to the labour force. Clients must also be Non EI eligible. The linkages program provides 26 weeks of career related employment, the opportunity to participate in career planing workshops, and to earn a completion bonus of up to $470 towards the cost of post-secondary education. Job placements may be with private or non-profit employers. Employers hosting a job placement are provided a wage subsidy of up to $5.00 per hour to a maximum of $4,680 per position.
